At Pacific Southwest Container LLC (2011-2013), I managed the Quality and Environmental Department and eight quality auditors. The PSC Modesto facility had about 350 team members, 3 shifts, M-F 24 hours, and provided ISO 9001 & 14001certified manufacturing products for over 850 customers. Quality testing was conducted on corrugated containers, folding cartons, single face lamination; foam packaging, lithographic and flexographic manufactured finished goods. Responsibilities included environmental compliance of the PSC Modesto Facility. Regulatory work included maintaining a compliance calendar for regulatory critical reporting requirements that included meeting deadlines for various reports, plans, data requests and fees. Quality work activities were conducted in accordance to company, standards (Tappi, Fiber Box), specifications and customer driven requirements.  Conducted incoming supplier quality audits of various raw materials used in the manufacturing process. Quality internal audits included product, formal and final inspections. Managed the quality lab and testing conducted for various manufacturing process attributes, records, tracking and archiving of data. At Evergreen Beverage Packaging (2009-2011), I managed the EHS Department and all aspects of EH&S activities and training of the manufacturing plant employees. This includes maintaining the organizational integrity in regards to all company policies, programs, regulations, statutes or laws. Train managers, supervisors and hourly employees. Ensure the Safety Committee and HESB committee is properly staffed and functioning to their charter. Manage the workers, incident reporting, OSHA logs, training matrix and following OSHA requirements. Maintain a proactive Cal/OSHA VPP Star Status of the facility. Helped developed with the Manufacturing Department and Quality Control Department required Program Plans and Procedures for Safe Quality Foods (SQF) and HACCP. Prepare, submit, and manage the facility EHS program in accordance with all federal, state, county, city and company rules and regulations. OSHA representatives for Cal OSHA VPP acknowledged the IIPP Plan and the Safe Behavior Program was one of the best they had reviewed.

· Revised and improved the Human Elements of Safe Behavior Program to better incorporate employees, management, job hazards, risk, and near-miss reporting, tracking and reporting. This was then utilized to improve safe behavior programs at other Evergreen facilities.

· Developed and wrote procedures for document control, Training, procedures, hazardous waste shipments, Safe Quality Foods (SQF), and others. At Lawrence Livermore National Laboratory (1987-2009), I was a compliance analyst, environmental scientist, safety analyst, process engineer, project leader and worked on innumerable special projects. I helped maintain the Radioactive and Hazardous Waste Management (RHWM) Division facilities and operations. This numbered about 12 facilities ranging in age from 50 years to 1 year. This also included a newer Decontamination and Waste Treatment Facility (DWTF) that took 10 years and over $ 50MM. This position interacted with professionals in many disciplines including environmental, health, safety, industrial hygiene, criticality, safety analysis, regulatory, risk, legal, maintenance, operations, scientific programs and others. All facility changes were processed through me with a configuration management program, change control and document control. I reviewed most plans, procedures, and documents numbering in the hundreds and several thousand engineering drawings for the RHWM Division. This work included E H&S and quality assurance audits and assessments of the facilities. Additional work activities at LLNL included regulatory compliance with a multitude of Federal, Department of Energy, government and state agencies to maintain the E S & H requirements of the facilities and operations that store, ship, treat and manage the Laboratories wastes. Responsibilities included developing, maintaining and implementing EH&S programs, policies, training and permits. Maintained a deficiency tracking and reporting program. Work included safety analysis, quality assurance work and risk assessment for facilities and operations.  Compliance Analyst and specialist for maintaining knowledge of  DOE Orders, Federal 40 CFR, 49CFR, State Title 8 and Title 22 and other Federal, State, County regulations. Maintained and trained on the facility emergency preparedness plan and self help plan. Work included preparation, labeling, identification and shipping of hazardous, mixed and radioactive waste to TSDFs. Conducted hundreds of facility audits and assessments for EHS. Work involved integration of assignments with Hazards Control and Environmental Protection Department personnel on industrial hygiene, emergency preparedness, work permits and EHS activities. System Engineering work activities included configuration management, document control, procedure control, drawing control, as-built, redlines, CAD and AutoCAD for all changes to electrical, water, air, storm, fire and other engineering systems.  Developed the change control program and attended work permit meeting on a weekly basis. Reported and responded to all levels of management due to complexity and importance of EHS work.

· Worked as a team member, project leader, manager of a multitude of EH&S and quality projects within the Facilities, Safety and Compliance Group. This involved multi functional and disciple experts in EH&S, industrial hygiene, and quality fields. This work was in support of laboratory operations and other departments.

· I was a Compliance Analyst providing guidance and expertise to facility operations for regulatory (State, Federal, County, City), laboratory, DOE and other agencies.
